Each of the 28 Local Workforce Development Boards in Texas is required by the Texas Workforce Commission (TWC) to develop a comprehensive four-year plan—commonly referred to as the Board Plan.
This plan is designed to strengthen coordination among workforce system partners. It supports strategic communication and collaboration between grantees, employers, educational institutions, economic development organizations, and community-based entities. These efforts help drive economic growth and ensure that both employers and job seekers are effectively served.
